The idea that the space industry is at a turning point driven by declining launch costs and entry restrictions has garnered a lot of attention. Tens of thousands of satellites are about to enter the orbital commons in the next ten years. The potential implications of this shift for human communication, navigation, exploration, climate study, and cosmic knowledge are difficult to emphasize.  But there are other concerns, too. Congestion at critical altitudes is certain to worsen as more satellites move toward low-Earth orbit (LEO).
